New Delhi, 06 July 2027 – The High Commission of the Republic of Rwanda in New Delhi celebrated the 32nd Anniversary of Rwanda Liberation Day (Kwibohora32) with a high-profile event, highlighting Rwanda’s journey of resilience, national renewal, and expanding international cooperation.
The celebration brought together approximately 1,000 distinguished guests, including officials from the Government of India; members of the diplomatic corps comprising Heads of Mission, Diplomats and Defence Attachés representing 140 countries; the delegation from Rwanda’s Ministry of Defence currently in New Delhi to attend the 2nd Rwanda–India Joint Defence Cooperation Committee (JDCC); business leaders; scholars; media professionals; civil society representatives; friends of Rwanda; and members of the Rwandan community residing in India.
The programme featured remarks on business and investment opportunities in Rwanda by Indian investors in Rwanda, Mr Freddy Vinay and Dr. Saurabh Singhal; as well as Mr Romit Shah, a friend of Rwanda. The speakers highlighted Rwanda’s favourable business environment and investment opportunities, underscoring the country as an attractive destination for international investors.
In her remarks, Ms Jacqueline Mukangira, High Commissioner of Rwanda to India, reflected on Rwanda’s history, characterised by colonial divisions, discriminatory governance, and the 1994 Genocide against the Tutsi. She paid tribute to the men and women of the Rwandan Patriotic Army (RPA), whose sacrifices restored peace, unity and national dignity.
Ms Mukangira mentioned that the liberation victory of 4 July 1994 marked a defining moment in restoring Rwanda’s sovereignty and laying the foundations for national reconstruction. She commended the leadership of H.E. Paul Kagame, President of the Republic of Rwanda, who not only led the liberation struggle but also guided the nation towards a new path of progress and transformation following Rwanda’s Liberation.
The High Commissioner further highlighted Rwanda’s 32 years of progress, supported by figures reflecting significant achievements in economic development, security and good governance, and social sectors. She also showcased Rwanda’s investment and tourism potential, encouraging Indians to expand their investments in the country.
She expressed appreciation to Rwanda’s international partners, with particular recognition given to India for its continued contribution to Rwanda’s development journey. She underscored the expanding cooperation between Rwanda and India across areas including education, information and communication technology, trade, investment and defence, while reaffirming Rwanda’s commitment to peace, justice and stronger global partnerships.
Delivering remarks as Chief Guest, Shri Pabitra Margherita, Hon’ble Minister of State for External Affairs and Textiles, commended Rwanda’s exceptional efforts towards reconciliation following the tragic events of the 1994 Genocide against the Tutsi. He also praised the strong and growing partnership between Rwanda and India, and recognised Rwanda as an inspirational development model.
The ceremony also celebrated the rich cultural heritage of both nations through performances by Rwandan students and an Indian cultural troupe from Haryana.
